In the first three years I lived in Seattle, law enforcement in the area shot numerous people with little backlash from the community. There were also countless cases of officers and deputies using excessive force, often on "suspects" not involved in any crime. I wondered: "Why don't the citizens of King and Snohomish County care? Is the media sweeping it under the rug? There should be riots in the street! Or at least a few words of protest." It's only gotten a little better.
